Iowa has laws on the book that specifically and strictly target the authorization of cash advance loans. Payday lenders must submit a written contract that specifically outlines all of the charges and fees in both English and Spanish. The law further states that the written contract from the lender must include a toll-free phone number and address of the superintendent to the consumer for the purposes of filing a complaint. Borrowers must be specifically informed of the phone number. Borrowers may not have more than two outstanding payday loans at a time. Lenders may not bring criminal charges against the borrower and this must be explicitly stated in the contract.
